Genuine reviews are essential for financial performance and for customer trust. In the case of a negative experience, withholding negative reviews may lead to biased online information. This paper aims to investigate two factors that may prompt customers to withhold their complaints (i.e., identity disclosure and locus of control). The study adopts a sequential exploratory mixed-method approach. An exploratory interview phase compares public vs anonymous online environments, and explores the reasons why dissatisfied customers might decide not to complain. An experiment then shows that vulnerability is a key mechanism preventing negative reviews. This effect is exaggerated when customers perceive that they do not have control over the events happening in their lives (i.e., external locus of control). Our work uncovers an important determinant of online complaint behavior, vulnerability. It also offers practical suggestions, such as improving confidentiality, to increase a customer's willingness to complain following a negative experience.  相似文献

This article examines the design and implementation of the Expanded Public Works Programme, drawing from the lessons of the Gundo Lashu programme on labour-intensive construction in the road sector. The aim of the study was to examine major barriers to the design and implementation of the programme. The article is based on the analysis of data that were gathered from the Gundo Lashu programme. The data were collected using a structured questionnaire, face-to-face interviews with the project participants as well as reviewing key secondary data from the project documents. The study found that the projects under the Gundo Lashu programme have clearly demonstrated the importance of labour-intensive approaches, especially in the road sector. However, these projects were constrained by a wide range of challenges, ranging from a lack of community participation to poor product quality and inadequate planning for sustainable financing.  相似文献

We examine a trade-off between strategic delegation and the internalization of interregional externalities through bargaining in the context of political economy. We show that in the case of one-sided provision of a public good, if the public good produced by one region generates a sufficiently significant spillover to another region, then interregional negotiation increases the total surplus of the entire economy.  相似文献

A theoretical model of targeting in the public distribution system is set out. In any system of targeting there could be inclusion and exclusion errors. These errors could be reduced by search by the state. The state aims to minimise the costs of food administration subject to keeping the magnitude of the exclusion error bounded. Targeting involves a consideration of the objective poverty level, the official poverty level and the targeted poverty level by the state. The targeted poverty level could be less than the official poverty level if the extent of search is not adequate. The objective poverty level is an increasing function of the above poverty line issue price of food due to exclusion errors, a decreasing function of the procurement price of food and by definition the below poverty line issue price of food. The instruments in the hands of the state are the official poverty level, the above poverty line issue price for food, the procurement price of food and the extent of search. This paper investigates the high-speed broadband situation in the EU and its prospects. It uses a deployment model to estimate the investment required to meet the Digital Agenda for Europe (DAE) broadband targets set by the European Commission in its Europe 2020 strategy at different stages: as of 2016, after expected operators’ deployment, after public subsidies and leveraged investment, and as expected in 2020. The model uses data at the NUTS3 level, which is the most granular level that has data available on the status of broadband deployment, to arrive at a coherent and comparable framework. From the different perspectives on the investment to meet DAE targets, the paper concludes on the need for an appropriate combination of incumbent and alternative operators investments, public subsidies and leveraged investments, and new investments, both public and private and non-existing as of 2016, examining their feasibility and the impact of different regulatory, technical, and policy strategies.  相似文献

Transportation literature is shifting its focus from passengers’ perception of transit quality to understanding passenger experience from a holistic perspective. Few studies have investigated passenger experience factors from a holistic perspective; however, they are explored independently. A holistic approach can help the transport service providers to understand the complete journey of the passenger. This study proposes the concept of holistic passenger experience (HPX) and identifies the determinants of HPX in the context of public transportation with specific reference to Indian Railways. The study develops a comprehensive scale that measures the influence of these determinants on HPX to address this gap. Following a systematic scale development process, this study identified and validated (content, construct, convergent, and discriminant validity) a seven factor structure scale that determines HPX. Of these seven factors, four factors (vehicle maintenance, comfort & security, off board service, and travel information) constitute the core services offered by the transport service provider. Interestingly these four factors can be effectively managed by the service provider. The other three factors (social environment, supporting services, and accessibility) cannot be entirely managed by the transport service provider effectively, as these factors fall beyond the scope of the service provider.Nomological validity results are explained by constructing a matrix (holistic passenger experience Matrix) which reveals that most of the constructs that are can be managed by the transport service provider can be mapped to the cognitive component of customer experience, whereas most of the factors which go beyond the scope of the transport service provider could be mapped to the emotional component of customer experience. The findings can assist the transport sector executives to identify the key determinants to deliver superior passenger experiences throughout the journey.  相似文献
